RIEGELWOOD, N.C. — Federal authorities say they’ve reached a proposed settlement with two companies for the cleanup of a former chemical plant near the Cape Fear River.The Justice Department and the Environmental Protection Agency said in a news release Thursday that the settlement was reached with Honeywell International Inc. and International Paper Co. The companies have agreed to treat, store and dispose of soils and sediments contaminated by metals that include mercury and PCBs.The settlement says the from 1963 to 2000, the LCP-Holtrachem plant made chemicals such as sodium hydroxide, liquid chlorine, hydrogen gas, liquid bleach and hydrochloric acid at the plant in Riegelwood in Columbus County, adjacent to the Cape Fear River.A federal court must approve the settlement.The Associated Press
The world needs “new thinking and a new inclusiveness” to tackle the perils of climate change, Secretary-General Ban Ki-moon said today, marking World Environment Day with a call for urgent global action that takes into account the needs of the world’s least affluent countries.“Solutions to global warming proposed by developed nations cannot come at the expense of less fortunate neighbours on the planet,” Mr. Ban wrote in an opinion column for The International Herald Tribune.Noting that global warming “affects us all, yet it affects us all differently,” he said wealthy nations already have the resources and know-how to adapt to global warming.“An African farmer, losing crops or herds to drought and dust storms, or a Tuvalu islander worried his village might soon be under water, is infinitely more vulnerable.”Mr. Ban, who is travelling to Heiligendamm, Germany, for a summit meeting this week with leaders from the Group of Eight (G8) industrialized nations, noted that the United States and European countries were proposing contrasting strategies for dealing with climate change.“We shall see how all this unfolds… But let us remember. A G8 agreement that is not global in scope cannot hope to offer solutions to a global problem. It is time for new thinking and a new inclusiveness.”He welcomed US President George W. Bush’s recent declaration that he would launch a US climate initiative, but urged that it take place within the UN’s global framework for discussion.Mr. Ban stressed that “the science is clear” on climate change, with every day bringing new evidence of both its growing impact and its principal cause – humans – and the need for urgent action.“Today’s solution du jour – the rage for carbon trading – is but one weapon in our arsenal,” he wrote. “New technologies, energy conservation, forestry projects and renewable fuels, as well as private markets, must all be part of a long-term strategy. So must adaptation. After all, mitigation can only go so far.”He added that he would soon announce the details of a special high-level meeting on climate change, to be held in New York in September before the annual meeting of the UN General Assembly.Recently, he appointed three special envoys, tasked with speaking out for the interests and concerns of nations most vulnerable to climate change, home to the vast majority of the world’s people. In a separate message issued to mark World Environment Day, the Secretary-General said there are many policy and technological options available to avert the impending crisis, but increased political will is needed to use them. Developed countries in particular can do more to reduce greenhouse gas emissions and encourage energy efficiency, he said. Among the promises the Government has not met, according to the JVP, is giving insurance to fishermen and farmers, allocating 6 percent of the GDP for free education and also giving permanent houses with land to people living in line houses in the estates. The Janatha Vimukthi Peramuna today accused the Government of failing to fully implement its 100 day programme.JVP General Secretary Tilvin Silva said that the Government had promised the public several concessions but only a few were offered through its interim budget. Silva said that the Government has now been in office for more than 100 days and has not been able to even use those additional days to fulfill all its promises. Tilvin Silva said that even the 19th Amendment to the constitution was passed in Parliament with the greatest difficulty as some members of the United People’s Freedom Alliance (UPFA) attempted to obstruct the bill.Silva also said that the United National Party and the Sri Lanka Freedom Party are now looking at what is best for their future and not the country. Opposition leader Dr Bharrat JagdeoOpposition Leader, Dr Bharrat Jagdeo is now calling the 365 per cent increase in the bridge tolls that was announced on Tuesday by the Berbice Bridge Company Incorporated (BBCI) a political “campaign gimmick” by the incumbent Administration.“The Berbice Bridge Act in section 3 under Toll Order states that the Maximum amount of toll to be charged during concession periods and any increase requires the Minster’s intervention and the Minster implements it through a toll order… the toll order specifies the rates and has to be signed by the Minister…this increase can’t happen without the Governments intervention. It’s easy for anyone who wants to get to the bottom of this matter to do so…this is purely a campaign gimmick” Jagdeo said.He was at the time speaking during his weekly press conference held at his Church Street, Queenstown office on Wednesday.According to the General Secretary of the People’s Progressive Party Civic (PPP/C), the increases seemed to have come as a result of collusion between the Government and BBCI which would then see the current Administration acting as the knight in shining armour who steps in and saves the day by lowering or blocking the increases.The Opposition Leader said that the financial model which is an annex to the bridge’s contract, guides how the bridge is to be operated.He noted that the financial projection shows a constant decrease, with the exception of two years, of tolls until 2026 when the bridge is expected to be handed over to the state.Currently, the revenue of the Berbice River Bridge is reportedly doing better than that in the financial model, as such; Jagdeo further questioned the shocking increase.The former President posited “All Government has to do is not sign the toll order. If they collude with the company to increase toll, we are committed to decreasing rates back to same level if we regain power.Jagdeo speculated that the Chairman of BBCI, Dr Surendra Persaud instigated the decision made by the Board.“They prevailed upon him not just to announce an increase but to make it so shocking that they will once again get a campaign issue, so Patterson like Granger will be the knight and shining armour. This is purely a campaign gimmick, it is criminal. This is an act of desperation on the part of the coalition Government… they can’t campaign on anything else so they are whipping up sentiments” the Opposition Leader claimed.Jagdeo pointed to several reasons why the Government had to resort to this means in order to garner support.“Health care has not improved in Berbice, the Ophthalmology centre is inoperable, no jobs and thousands were left without jobs, no major infrastructural work in the region, so what do they do? Well they have the toll majorly increased in order for them to act like they care for the people when they decrease it” Jagdeo pointed.Addressing the notion that the bridge was a bad deal hence why it is in its current state, the Opposition Leader said that he will remain proud of his decision to have the bridge constructed.The Berbice Bridge“I’m proud of the fact that I passed this law and signed an agreement and built the bridge without burdening taxpayers. The toll was similar to what people were paying to cross on the ferry. We are proud of that fact. We are proud also that the fares would have remained constant and that it would eventually have decreased until it is handed to the Government.“This bridge has been transformational for Berbice and I am being blamed. But I want to say that in my tenure, the airport was started, and the stadium was built in my tenure and the swimming pool, convention centre, many tactical institutions, Linden hospital and water treatment plant, the Skeldon factory, the Leonora Track…contrast that with what they are doing, practically nothing. Since the sixties they talked about building that bridge and nothing so we built it” Jagdeo said as he applauded his Administration.Moreover, the Opposition Leader urged the Government to to release documents to the public regarding to operations of the bridge.“PPP is opposed to any increase in the tolls, financially it cannot be justified, we believe that this increase is not part of the contract that we signed, we believe that the Minster must release the document which is a public document and toll order as well as contract because there is no secrecy about this. We urge the Minster to not sign toll order, if they persist in this which we believe is a ploy, PPP will reverse this. We believe that this is a part of a gimmick in the campaign season” he said.It was announced on Tuesday that to cross the bridge, cars and minibuses will now have to pay $8,040; small trucks, pickups and four-wheel drive vehicles $14,600; medium trucks $27,720; large trucks $49,600; boats $401,040; and freight $1,680.The increases are expected to take effect on November 12, 2018. British artist Olly Moss was a little upset after he discovered the art inside the Borderlands 2 game box was more than a little similar to his own artwork.It wasn’t a direct copy, but the image above is a comparison picture he posted on his Twitter that clearly shows the Borderlands 2 art looks a lot like the movie posters he created for Star Wars. In fact, the design looks like a copy and paste from Olly’s work. He wasn’t angry though, he was just surprised as he’s a big fan of developer Gearbox.Well, Gearbox head Randy Pitchford wanted to fix the problem, even if Olly didn’t seem to mind all that much. Randy has now offered Olly a job with Gearbox, stating he thinks he’s amazing and that having a piece of his artwork lifted, however small, was wrong. Quite right, too. This offer came as a bit of a surprise to Olly who told Randy on Twitter he wished he’d never even mentioned the whole ordeal.It’s good to see Randy trying to make it up to Olly. Copying artwork, even if it’s just an element of it or a certain style is pretty lazy and hopefully the artist who plagiarized got into trouble for it. Olly Moss is most well known for designing the box art for Resistance 3, he also makes a number of commissioned movie posters. He’s an incredibly talented guy and any game or movie studio would be lucky to have him. It seems that now, Gearbox have that privilege if Olly accepts. Si les chances de récupérer la sonde spatiale russe ont été jugées “très, très faibles” vendredi, elles semblent désormais inexistantes, selon une source du secteur citée par l’agence Interfax. “Toutes les tentatives de recevoir des données télémétriques de Phobos-Grunt et d’activer son système de commande ont échoué. On peut considérer la sonde comme perdue”, a t-elle expliqué samedi. Phobos-Grunt a décollé dans la nuit de mardi à mercredi depuis le cosmodrome de Baïkonour au Kazakhstan. Mais si elle s’est détachée avec succès de son lanceur, elle a ensuite échoué à rejoindre la bonne trajectoire vers Mars, restant à flotter en orbite autour de la Terre. Toutefois, la situation ne semble pas être considérée comme perdue par tout le monde. En effet, une seconde source, cette fois-ci citée par Ria Novosti, a confirmé que les tentatives avaient échoué mais que celles-ci se poursuivaient ce week-end, indiquant qu’il était donc trop tôt pour renoncer à la sonde. “Ce n’est qu’au moment où la sonde entrera dans les couches denses de l’atmosphère que l’on pourra l’enterrer”, a t-elle précisé. De son côté, l’Agence spatiale russe a également fait preuve d’optimisme lundi. Son chef, Vladimir Popovkine a ainsi expliqué lundi que Phobos-Grunt n’était pas définitivement perdue : “les prévisions montrent qu’elle volera jusque début janvier, ce qui nous laisse jusqu’aux premiers jours de décembre pour rétablir le contrôle”, rapporte Ria Novosti. Pour l’heure, le secteur spatial reste donc pendu aux lèvres des dirigeants de Roskosmos pour suivre la situation. Mais si la sonde est réellement perdue, elle finira inévitablement par rentrer à nouveau dans l’atmosphère terrestre. Les premières prévisions programmaient l’évènement dans “deux à trois semaines”, soit début décembre, mais les déclarations de Vladimir Popovkine évoquent plutôt janvier. Une chose est sûre : pour prévenir l’évènement, “les appareils d’observation vont suivre les changements de sa trajectoire pour prévoir à temps le lieu probable de sa chute”, a précisé la source d’Interfax. Around 11:26pm on Saturday 27th February 2017, complainant reported to the Police that he had just arrived home in an area in Five Cays, when he was approached by an unknown masked man dressed in full dark clothing with a gun in his hand and demanded money. The culprit struck him on the right side of his face with the gun after he told him he had no money. The victim was taken to the Cheshire Hall Medical Centre where he was treated and later discharged.At 1:53am on Sunday 26th February 2017, Police responded to an area on the Leeward Highway to a report of an Attempted Robbery and Discharging of Firearm. The complainant was met and told officers that he was alerted of someone in his yard and upon making checks he noticed three (3) masked men dressed in white clothes trying to break into his home. He also stated that they attempted to break into his neighbor’s house and fired three gunshots before making off. Checks were made in the area but no one was seen.Also on Sunday 26th February 2017 around 8:25 pm, Police responded to the an area on the South Dock Road and met a complainant who told officers that upon her arrival at home, she was approached by a masked short built dark male who came out of the bushes, pointed a gun at her and demanded money. The culprit escaped on foot with a brown MK purse which contained a small amount of cash and Insurance Cards. The victim was taken to the Cheshire Hall Medical Centre for treatment due to minor abrasions received on her arm. Microsoft has announced a number of new Xbox One bundles over the past week, but the last is likely to be the one that gets the most attention and sales because of the game it includes. That game is Fallout 4.Bethesda is set to release Fallout 4 on November 10 following a pre-order campaign that saw special editions sell out extremely quickly. Now Microsoft wants some of that action, so they’ve decided to create a Fallout 4 Bundle. In the pack you’ll get a 1TB Xbox One console, standard wireless controller (the latest version including the 3.5mm headset jack), chat headset, and a copy of Fallout 4 (physical version). To sweeten the deal, Microsoft is also including a downloadable version of Fallout 3 to play, which is possible due to the introduction of backwards compatibility for everyone in November.As you’d expect, Microsoft will start selling the bundle on Fallout 4 launch day, November 10, although you can pre-order it from a Microsoft Store, Target, Best Buy, GameStop, or Amazon. The price is $399.99.While the bundle is good value for money considering the content, Microsoft could have done more. For starters, the Xbox One box could have carried a better Fallout 4-themed design rather than just a bar of artwork across the bottom. Then there’s the console, which is just a standard black unit. If you’re making a special bundle for the game launch, why not put some Fallout 4 artwork on the console casing? I guarantee it would get more interest/sales.If you’re in the market for an Xbox One then this is certainly a tempting offer and sure to be popular. The inclusion of Fallout 3 will form a quandary for some gamers, though. Do you play that first, or dive right into Fallout 4 and come back to Fallout 3 later? Kolkata: Investment banker-turned-legislator Mahua Moitra, who is a Trinamool Congress candidate from West Bengal’s Krishnanagar Lok Sabha constituency, has declared movable assets worth over Rs 2.64 crore, including bank deposits in the United Kingdom. Moitra had shown more than Rs 2.5-crore movable assets in 2016, while contesting the Assembly elections from Karimpur in Nadia district. In the latest affidavit filed before the Election Commission (EC), the 44-year-old MLA has declared Rs 5,000 cash and Rs 1.43 crore in banks deposits in India, besides a bank balance of over Rs 1.30 lakh in a branch of National Westminster Bank, commonly known as NatWest, in London. The first-of-its-kind procedure is part of a U.S. Food and Drug Administration (FDA)-approved research study designed to demonstrate the safety and feasibility of focused ultrasound for the treatment of benign intracranial tumors in children and young adults between 8 and 22 years of age.The procedure to target the benign hypothalamic hamartoma brain tumor, conducted on March 7, was performed using Insightec’s Exablate Neuro system. The procedure is performed in a magnetic resonance imaging (MRI) suite and uses high-intensity focused ultrasound waves to precisely target and destroy the targeted tumor in the brain. MRI provides high-resolution visualization of the patient’s anatomy as well as near real-time monitoring. This marriage of technology allows surgeons to precisely heat and destroy the target tumor, without impacting the scalp, skull or surrounding healthy brain tissue.Following the procedure, high-resolution MRI scans of the patient, a 21-year-old student, show complete ablation of the tumor. The patient was able to return home the following day, resume classes and she remains seizure free. Patients undergoing standard brain surgery to remove similar tumors are typically hospitalized for several days, require sutures, and are at risk of bleeding and infections. Prasanna Jayakar, M.D., Ph.D., chairman of the Nicklaus Children’s Brain Institute, said, “The Brain Institute is very honored to have been able to partner with Insightec to conduct a study of the safety of this novel methodology in children. Our program has an extensive multispecialty team, all dedicated to innovating the safest, least invasive methods to offer a better future for children with brain tumors and seizure-causing brain tissue.
