The passage of the National Medical Commission (NMC) Bill in the Lok Sabha on July 29, 2019, will always be a black day in India’s healthcare history. No doubt the Medical Council of India (MCI) had lost its credibility, more so after the exposure of corrupt practices by its then-president Dr Ketan Desai. There were several reports of the connivance of some higher-ups in the medical council with the private medical colleges. This had caused disenchantment among the concerned persons in the medical fraternity and civil society, who had demanded to revamp the body. They had also submitted suggestions to the government on this point. There was a need to take effective measures to correct the wrongdoings in the medical council. But the NMC tabled in Parliament and passed in a hush-hush manner is fraught with several negative implications in the coming period. Also Read – A special kind of bondThe MCI was essentially a democratic body with representatives from medical fraternity through elections as well as representation from various state bodies. The National Medical Commission, on the other hand, has 80 per cent appointed members with no space for democracy. They are likely to be puppets of the government in future. Any decision of the NMC could be thwarted by the government. This is killing the autonomy of such a prestigious constitutional institution as has been done with several other organisations in the recent past. The NMC is totally bureaucratised and centralised body with powers to forcefully implement regulations in the states without considering the interests of the state. This will kill the concept of federalism of the country. Also Read – Insider threat managementThe whole exercise is to give free hand to the private sector in medical education because the government will have fee regulation of only 50 per cent seats. Rest would be left to whims of the management of the private medical institutions. The central government will reserve the right to grant permission to the medical colleges without minimum requirements not considering the opinion of the NMC. Another totally unwanted clause is the introduction of the National Exit Test (NEXT) for the MBBS graduates form medical colleges in India. This will put those students who have cleared the MBBS exam to unnecessary burden before getting a license to practice. Graduates who have already cleared the exam are denied to sit for the second attempt to get PG seat. Moreover, no second chance to improve marks to get a better PG seat for those who are yet to take the final year exam will be allowed. Marks of one time will be criteria for PG admission lifelong. Since the NEXT will be clubbed with Foreign Medical Graduates Examination (FMGE), chances of Indian graduates getting PG seat will be reduced manifold. The clause of compulsory meetings with councils of AYUSH to develop an interdisciplinary curriculum is nothing short of moving towards bridge course. The parallel entry to practice modern medicine via a new cadre of community health workers will bring down the standard of healthcare and lead to undesirable practices. Foreign citizens will be allowed to practice in India without any conditions, regulations or license. This, in the long run, will put our population at risk through the involvement of various multinational pharmaceutical companies. There were many expectations as the health minister is a doctor himself. Passage of such a bill under his nose raises finger as to the ideology working behind. This bill has to be opposed tooth and nail with an appeal to the parliamentarians in the Rajya Sabha not to toe the party line but to keep eyes open in the wider interest of the countrymen. For the 10th anniversary of 4L International, a festival dedicated to Renault’s first front-wheel-drive family car, the French OEM borrowed from its current stable to create a very interesting one-off.Renault this week unveiled the e-Plein Air, an electric take on the automaker’s doorless, open-top runabout. The e-Plein Air is the creation of Renault Classic, Renault Design and Melun Rétro Passion, which sells parts and accessories for older vehicles. The result is something that looks just as beach-ready as the day it debuted.The automaker didn’t give out too many details, but it did say that the e-Plein Air borrows its EV underpinnings from the Renault Twizy two-seater. Its 6.1-kWh battery only offers about 62 miles of range in the Twizy. Since we’re unsure how close the e-Plein Air comes to the Twizy’s 992-pound curb weight, it’s unclear if this concept will get better or worse mileage than the quadricycle.Nevertheless, it’s a sharp little thing. The exterior isn’t exactly the same as the usual Plein Air variant of 4L; there’s some new livery along the lower body panels, and there’s a much more modern grille up front. The interior gets a new set of seats, a cute little picnic basket in the back and a digital display that lets the driver monitor not only speed, but battery capacity, too.While I can’t imagine that Renault would actually craft a small-batch run of these diminutive beach-combing EVs, I suppose there’s nothing stopping a Plein Air owner from going out, buying a Twizy and hacking together their own custom electric creation.
The weekend concept, borrowed from the West by many Indian IT companies, is gradually a witnessing a change, as some IT companies in Bengaluru have started giving mid-week break to employees to enable them overcome stress. Some top IT firms in the city are now adopting “staggered format”, in which weekend holidays on Saturdays and Sundays are split to a mid-week holiday and a holiday on Sunday.The idea of breaking up the weekend for the vast IT workforce in the city is expected to result in less traffic on roads and save time for commuters.Many IT firms in Manyata Tech Park, Whitefield and International Tech Park Bangalore (ITPB) have already moved from the weekend concept to a staggered format, according to the city’s Additional Commissioner of Police (Traffic) MA Saleem.”We are also encouraging the same and campaigning for a midweek break so that work hours can be divided. This in turn will lead to lesser office commuters on the road and manageable traffic even on a weekday or during peak hours,” The Economic Times quoted Saleem as saying.Anurag Patel, a senior HR executive at a Whitefield-based IT firm, is in favour of shifting to the new concept.”Working constantly through five days in very high-pressure jobs in the IT industry is not feasible anymore. The simulation, called “Jack Voltaic 2.0,” includes two simultaneous incidents: a natural disaster and a cyberattack. Mayor Sylvester Turner said, “The exercise will allow us to examine the challenges those incidents place on critical infrastructure, while assessing response capability, agency collaboration, communication interoperability, and military integration.”The city is running the simulation at the Houston Emergency Center.
